How to attach static block to the category

First, create new static block and some content to the "Description" field.

Than go to Catalog --> Manage Categories and choose your category. Go to Display Settings -->Display Mode and choose either "Static block only" or "Static block and products".

Go to CMS block and choose the block you have created.
